Summary

O investimento enquadra-se na meta i2.1 do Investimento C01-i02 – Rede Nacional de Cuidados Continuados Integrados e Rede Nacional de Cuidados Paliativos, visando o alargamento da Rede Nacional de Cuidados Continuados Integrados na rede geral, através da criação de 60 camas em unidades de convalescença integradas no futuro Hospital de Proximidade de Sintra, sendo o Município de Sintra a entidade responsável pela implementação e execução física e financeira da operação.O montante global elegível do investimento é de 2.520.000,00 € (dois milhões, quinhentos e vinte mil euros), com taxa de financiamento de 100%, revestindo a forma de incentivo não reembolsável, nos termos da Orientação Técnica n.º 1/C01-i02/2022. A execução da operação deve estar integralmente concluída até 31 de dezembro de 2025, assegurando o cumprimento dos objetivos contratualizados.Atendendo a que o Município de Sintra não pode assumir a qualidade de entidade promotora de unidades da RNCCI, o financiamento encontra-se condicionado à celebração de protocolo com uma entidade pública promotora, tendo sido indicado o Hospital Professor Doutor Fernando da Fonseca, E.P.E., enquanto futuro responsável pela gestão das camas.O Beneficiário Final obriga-se a garantir a conformidade da execução com a legislação nacional e comunitária aplicável, incluindo os requisitos de contratação pública, contabilidade organizada, rastreabilidade financeira, reporte, conservação documental, publicitação dos apoios e prevenção de conflitos de interesse, assegurando igualmente o cumprimento do princípio do “não prejudicar significativamente” o ambiente (DNSH)..

Beneficiaries

Within the scope of the Recovery and Resilience Plan, two types of beneficiaries are responsible for carrying out the projects and using the funding provided. Due to their similar role, the reference to these two types of beneficiaries has been simplified and unified under the term "Beneficiary".
The two types are::
  • Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
  • Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.

Call for applications

As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.

The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.
