Summary

O presente projeto visa reforçar a capacidade digital do município através da adesão e integração às plataformas nacionais da Administração Pública — Catálogo Único de Serviços Públicos (CUSP), Gateway de Mensagens da Administração Pública (GAP) e Plataforma de Pagamentos da Administração Pública (PPAP) — promovendo a modernização e interoperabilidade dos sistemas municipais.No âmbito do CUSP, será implementado um diretório de serviços municipal com API de integração, assegurando o envio automático de informação atualizada para o Catálogo Único de Serviços Públicos.Na vertente GAP, será realizada a integração com a gateway de envio de mensagens da ARTE, permitindo comunicações via SMS para munícipes em diversos contextos: avisos de processos, notificações de recrutamento, proteção civil e autenticação.Por fim, a integração com a PPAP garantirá a adaptação dos meios de pagamento municipais às normas em vigor, nomeadamente o Decreto-Lei n.º 49/2024 e a nova Lei do Urbanismo, assegurando maior eficiência, transparência e comodidade nas transações eletrónicas.O projeto contribui diretamente para os objetivos do PRR, promovendo:- A simplificação e digitalização dos serviços públicos municipais;- A melhoria da experiência do cidadão e da eficiência administrativa;- O alinhamento com as políticas nacionais de governo digital e interoperabilidade;- A redução de custos operacionais e do impacto ambiental associado à gestão documental.

Beneficiaries

Within the scope of the Recovery and Resilience Plan, two types of beneficiaries are responsible for carrying out the projects and using the funding provided. Due to their similar role, the reference to these two types of beneficiaries has been simplified and unified under the term "Beneficiary".
The two types are::
  • Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
  • Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.

Call for applications

As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.

The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.
