The Principal Researcher will be responsible for conducting research in urban regeneration and territorial and housing policies fields, within a sustainable development framework. He will take on the role of leading forward the emblematic projects “Housing Metropolitan Collaborative Observatory” (HOUSMETRO) and “Portuguese Language Cooperation Network for Collaborative Research in Architecture and Urbanism” (PLANCRAU), with the support of FA and CIAUD, as well as other applied and collaborative projects with a strong liaison with external entities and in close relation to the projects.It will also have a decisive role in coordinating the “cluster” initiatives for cross fertilization thinking, activities and projects, as well as promoting its best practices institutional mainstreaming - taking a leading role in the transition needed, a responsibility shared with the Associated Professor (other position proposed in this FCT-tenure application).It is relevant to point out that from the self-evaluation exercise, carried out by CIAUD in September 2023, the panel of international experts, relating to the scientific area of Urbanism, commended the excellence of the research produced but stressed out that it was lacking a more sustainable oriented perspective. This position will give a strong contribute to bridging this gap, considering the not only the specific research fields of the Principal Researcher, but also the role it is expected to have in leading the “cluster” and promoting structural integration of SDG in research, specialty in Urbanism scientific area.It is also expected that the selected candidate will cooperate with the Associate Professor in the design of strategies to integrate research in teaching curriculum and methodologies. He will also be responsible for the supervision of students’ research, including PhD and early-stage researchers.To this end, the scientific profile required is a senior researcher, with a PhD in urbanism or equivalent, and a solid research background - at least 5 years of post-PhD research experience in urban regeneration and territorial and housing policies related areas. Knowledge of the new national regulatory framework and international policies is desirable as well as a strong record of professional accomplishment.The position demands solid experience in leadership, institutional representation, team coordination, networking and applied and collaborative research projects, and also excellent communication abilities and organizational acumen. Experience in innovative and experimental initiatives of research-led teaching and in supervising PhD students research and early-stage researchers is also desirable.This application doesn´t hide the ambition behind FA and CIAUD strategy for the future, reflected in the shared priorities and emblematic projects mentioned in Part A. To achieve the vision and objectives underlying this strategy, the reinforcement needed is not only a matter of science fields, but demands a reinforcement in leadership, high qualifications, and solid experience. Additionally, having in mind that the desired structural changes have a cultural dimension, it will take not only critical mass but also strong leadership and sufficient experience, competence, and knowledge to empower the professional with enough autonomy for achieving the goals and the role required. The same is needed to materialise the “cluster” vision and to conduct the emblematic project. In this scenario and having in mind the importance and requirements of the HOUSMETRO and PLANCRAU emblematic projects, as well as the specific recommendation in the Urbanism scientific area of the international panel of experts, the Principal Researcher position is the most suited to achieve these aims.The specific science sub-fields proposed (urban regeneration and territorial and housing policies) derive from the need to support the Portuguese transition from a spatial planning based on urban sprawl to a new paradigm of working “in and with the existent city”, promoting inclusive, safe, resilient, and sustainable territorial development. This shift, already done by Portuguese legal framework, was starting to be implemented in spatial planning and territorial management instruments. However, before it has arrived on the ground, it faces now new challenges deriving from the housing crisis and the urgent answers it demands. In fact, conflicting objectives and policies from the housing, spatial planning and environmental policy areas are emerging that must be reconciled without jeopardizing the sustainable territorial development goal. Scientific and technical support for policy making and territorial/housing development is needed, thus justifying the concrete sub-field areas proposed. This also one of the grounds behind the HOUSMETRO emblematic project and the reason why Lisbon Metropolitan Area and its 18 municipalities are so committed to work whit FA and CIAUD in its implementation.
