Priorities for the future
Portugal 2030’s strategic options and priorities are the essence of the Partnership Agreement between Portugal and the European Commission and they guide the implementation of the main policy objectives of the overall amount allocated of 23 billion euros, between 2021 and 2027.
In this area, and in addition to other financial instruments, the proposals presented will make a decisive contribution to sustainable development, in line with the European Union’s strategy. As such, the Portugal 2030 plan prioritises the policy objectives based on territorial and social cohesion.
Policy objectives for Portugal
It calls for investment in technological innovation and the adoption of state-of-the-art technologies, digitalisation, industrial transition and entrepreneurship, increasing the competitiveness of companies.
It aims to monitor the climate emergency by incorporating the goals of decarbonisation, supporting innovation and the circular economy and benefitting sustainable production methods.
It foresees the establishment of transport networks connecting Portugal to Europe, ensuring an efficient national transport network and the implementation of new generation communications networks to underpin the digital transition.
It promotes support for education, equal and high-quality access to social services, health and employment, lifelong training and social inclusion.
It promotes social, economic, environmental and cultural development strategies locally, as well as sustainable urban development with the population’s needs at its centre.

Programmes
Portugal 2030 is set up through 12 programmes: four thematic programmes, seven regional programmes and one technical assistance programme.
All the available resources will be allocated to these programmes as a whole, in a coordinated and consistent approach, respecting the results-oriented principles of simplification, transparency, effectiveness and efficiency.

The Portugal 2030 funding is structured into programmes spread across the plan's guiding cornerstones.
The funding has been distributed according to a number of requirements that ensure compliance with the regulations and a cross-cutting approach to the challenges faced by the country and its regions, in an effort to ensure consistency in how these funds are applied.
